Step 1
Go to File > New to create a new Photoshop document. I’m going to create a 1920×1080 pixel document.

Step 2
Create a Fibers texture by going to Filter > Render > Fibers. Just use the default settings.

Here’s what the image looks like with the Fibers filter.

Step 3
Go to Filter > Blur > Motion Blur. Use the settings shown in this image:

Step 4
Now go to Filter > Distort > Polar Coordinates. This filter will turn your fibers texture into a starburst effect. Use the default “Rectangular to Polar” setting then click OK.

Step 5
Next, we’re going to add some color. This is super easy to do with the Gradient Map. Go to Layer > New Adjustment Layer > Gradient Map. Pick any gradient you like to use or create your own custom gradient. I’m just going to use this gradient here:

Now we got a bunch of colors… easy right?

Step 6
Now we’re going to add a slight twirl. Select the background layer then go to Filter > Distort > Twirl. Twirl it a little and you’re done!
