Step 1

Open a picture into Photoshop.

Step 2

Duplicate the layer by pressing Ctrl+J and then change the blending mode to Overlay.

Step 3

Now go to Layer> New Adjustment Layer> Channel Mixer. In the Channel Mixer, select Blue from the drop down menu and copy the settings below:
